I may approach the answer in different way

Be always happy

  • Be qualifies you
  • Hence the sentence is
    • You,be always happy.
    • You keep your inner temperament in a happy disposition.
    • This would help you to make a good friend, philosopher and guide to others.
    • They would seek/look for your company always

Always be happy

  • Be qualifies happy
  • Whatever be your inner temperament , you should keep and practice happy disposition while handling others.
  • Happy becomes a qualifier to ensure that your inner stress does not affect others happiness.

This is my personal view based on lateral thinking.
